The Measures

City of Oakland Special Municipal Election to be held on Tuesday, July 21, 2009

(Text in the box is the actual ballot language, followed by explanations)

 

 

Measure C To provide additional funding to the Oakland Zoo, the Oakland Museum of California, the Chabot Space and Science Center, cultural arts programs and festivals and the Oakland Convention and Visitor Bureau, shall the City of Oakland add a three percent (3%) surcharge to the current eleven percent (11%) Transient Occupancy Tax (Hotel Tax) that persons who stay in Oakland hotels pay?

 

 

 ü Measure C   

 

·         Provides reliable annual funding for the Oakland Museum, Chabot Space & Science Center, the Zoo, and community events and festivals, helps protect access for school groups and the public.  Paid for by a small increase in the hotel fee.   

·         Includes support to help strengthen and market our hotel and hospitality industry to create more economic opportunity.  Although only hotels pay, even hotel leaders are supporting this Measure.

  

 

Measure D Shall the City Charter be amended to require that the City (1) set aside 3.0% of its annual unrestricted General Purpose Fund revenues for grants to children’s and youth services, (2) in addition to the set aside, continue to spend the amount that the City already spends on children and youth, and (3) every twelve years extend these requirements for twelve more years or seek voter approval of the extension?

 

 

 

 ü Measure D 

  • Adjusts Oakland’s budget to redirect several million dollars towards vital services like police and fire, libraries, and senior services.  Reallocates funding. No tax increases.   
  • Changes the formula for “Kids First” funding to protect vital public services and provide fair and predictable funding to preserve and enhance youth programs and provide fiscal responsibility!  Supported the Kids First Coalition and the League of Women Voters.

 

Measure F Shall City of Oakland’s business tax, which currently imposes a tax rate of $1.20 per $1,000 on “cannabis business” gross receipts, be amended to establish a new tax rate of $18 per $1,000 of gross receipts?

 

 

  

ü Measure F 

  • Oakland’s medical cannabis dispensaries and patient advocates, along with doctors and nurses, support Measure F, which creates a new business tax category with an increased rate for cannabis dispensaries.  
  • Provides vital funding to fill Oakland’s budget gap, and help fund essential services, while allowing for reasonable control and regulation of cannabis dispensaries.

 

Measure H Shall City of Oakland’s Real Property Transfer Tax be amended to clarify that the tax applies to transfers of real property caused by changes in the ownership or control of corporations and other legal entities, such as mergers and acquisitions?

 

 

 

ü Measure H 

  • Fixes a loophole in City law to make sure properties in corporate mergers pay the same Property Transfer Tax as residential homeowners and local businesses do.  
  • Helps fund essential public services.  Does not raise the transfer tax – provides for fairness by making sure all transfers pay the existing rate.
